Failure to comply with this reporting obligation may have consequences for your Belgian tax return. Consult a Belgian tax adviser to ascertain your specific obligations.

What is the taxe foncière in France?

The taxe foncière is the French property tax levied on property owners, as set out in the Code général des impôts (Articles 1380 et seq.) and collected by the Direction générale des Finances publiques (DGFiP). In practice, this is an annual local tax on immovable property such as houses, flats, garages, building land and certain outbuildings.

Anyone who is the owner or usufructuary on 1 January is, in principle, liable for tax for the whole year. Even when a property is let out, the owner is usually the person who receives the tax assessment.

The revenue from this tax goes to local authorities. As a result, rates vary significantly from one municipality to another, even for similar properties.

Which properties are subject to the taxe foncière?

The tax applies primarily to immovable property that is permanently attached to the land. Examples include:

Houses and villas.

Apartments.

Garages and car parks.

Outbuildings.

Building plot.

Swimming pools or permanent extensions that increase the value of the property.

Freestanding structures are not usually included in this. However, if an extension or permanent installation alters the nature of the property, this may have implications for the tax assessment.

How is the taxe foncière calculated?

The calculation is essentially based on two factors:

The valeur locative cadastrale – an administratively determined rental value of the property as recorded in the land register.

Local rates – percentages applied by local authorities and other local bodies.

This cadastral rental value is not a current market rent, but a tax reference value that is adjusted periodically. Local taxes are then applied to this figure. Consequently, the taxe foncière cannot be easily calculated based solely on the purchase price or the current market value of the property.

In practice, factors such as location, floor area, standard of comfort, plot of land, outbuildings and local rate-setting policies all play a part. As a result, two properties of comparable value may still be subject to significantly different rates.

Guide figures: how much taxe foncière do you pay on average?

There is no fixed national standard amount. This figure is subject to change and for guidance only: this is a statistical average that varies significantly depending on the department, municipality and type of property, and may change from year to year.

Type of situation

Indicative annual amount

A apartment in a cheaper municipality

Often costing around 1,000 euros or more.

An average house or a more spacious flat

Often in the low thousands of euros (indicative national average of approximately 1,826 euros for 2024, source: DGFiP).

A large house, villa or property in a more expensive municipality

May exceed 2,500 euros and, in more expensive areas or departments, can sometimes reach 3,000 euros or more.

These are not official rates, but practical guide figures. In popular coastal areas, larger towns or municipalities with higher local tax rates, the amount may be considerably higher than this range. Conversely, the tax may be noticeably lower in rural areas or smaller municipalities.

For luxury properties, larger plots, additional outbuildings or extensive facilities such as a swimming pool, the tax assessment is often higher than for standard residential properties.

Why do the amounts vary so much from one local authority to another?

The biggest difference lies in the local tax burden. The local council and other local authorities set their own rates, which means that the same property can cost hundreds of euros more or less in one local authority area than in another.

In addition, the property’s tax valuation also plays a role. A property with more living space, additional amenities or recent extensions may fall into a higher tax bracket. As a result, it is entirely possible that a modest property in an expensive municipality will incur a higher taxe foncière than a larger property elsewhere.

What can cause the taxe foncière to rise?

Certain alterations to the property may result in a higher tax assessment. This applies, amongst other things, to:

An extension or addition.

A new garage or storage room.

The construction of a swimming pool.

Measures that improve comfort or increase usable floor space.

Following building work, any changes must generally be reported to the French tax authorities in good time. Failure to do so may result in adjustments being made at a later date. Anyone buying a property that has undergone recent renovation work would therefore be well advised to check that everything has been declared correctly.

Possible exemptions or reductions

In some cases, there are temporary or partial exemptions. The most common examples are new-build properties, certain energy-efficiency renovations and a few personal circumstances subject to strict conditions.

Even in cases of long-term vacancy beyond the owner’s control, a reduction may sometimes be requested, but this is not an automatic rule. The exact application depends on the nature of the property, its location and the tax situation.

As the conditions can be technical and vary from place to place, it is advisable to always check a specific tax assessment in detail rather than relying on general assumptions.

When will you receive your tax assessment and when do you have to pay?

The taxe foncière assessment is usually issued in the autumn. In practice, this is usually between the end of summer and October, depending on how you receive your tax documents.

Payment is usually made shortly afterwards. French tax deadlines may vary slightly from year to year, so it is advisable to always refer to the date stated on the official tax assessment notice.

What should you look out for when buying property in France?

Anyone buying a property in France often looks first at the purchase price, notary fees and any renovation costs. However, the taxe foncière deserves just as much attention as a recurring annual cost.

You should therefore find out as much as possible about the following before making a purchase:

The latest taxe foncière assessment.

Any works or extensions that have not yet been fully accounted for for tax purposes.

The inclusion of additional local charges on the same tax assessment notice.

The differences between local authorities when comparing multiple locations.

If you hold French property through an SCI, the Belgian tax implications are particularly relevant. A Société Civile Immobilière (SCI) may be regarded by the Belgian tax authorities as a legal arrangement within the meaning of Article 471(1)(2)(b) of the WIB. In that case, the founder of the SCI falls under the so-called cayman tax regime, with specific reporting obligations and tax implications in Belgium that are separate from the French taxe foncière. Please also read the article on the French SCI and the Belgian transparency and exit tax to correctly assess the Belgian implications.

For Belgian buyers of a second home or investment property in France, this helps them to estimate the total ownership costs more realistically. Don’t forget to comply with your Belgian reporting obligations: the purchase of French property must be reported to the General Administration of Property Documentation within four months. You should also calculate the impact in Belgium using the article on Belgian tax on foreign property, so that you can compare the total tax cost with the French taxe foncière.

Frequently asked questions

What is the taxe foncière in France?

This is the annual French property tax for property owners, as set out in the Code général des impôts and collected by the DGFiP.
.
